What's Going On?

I have kept hearing reports of the World War II Memorial has been closed down.  Why is this? The Memorial is supposedly it is funded by private money, the only federal cost was the guide on site. So why has it been closed? Also I have recently heard that the scenic pull offs along the Potomac River are being barricaded off.  Again why? What does this have to do why Government spending? I can not see where the cost would be for a scenic pull off, can you? Maybe someone can explain this for me.
